BEING AN ADDRESS OF WELCOME BY HON. ELDER Emem Etokabasi Udom CHAIRMAN HOUSE COMMITTEE ON INTER-GOVERNMENTAL, POLITICAL AND SPECIAL MATTERS, AKWA IBOM STATE HOUSE OF ASSEMBLY DURING THE PUBLIC HEARING ON A BILL FOR LAW TO PROVIDE FOR THE PEACEFUL AND ORDERLY TRANSFER OF EXECUTIVE POWER FROM ONE DEMOCRATICALLY ELECTED GOVERNOR TO ANOTHER AND FOR OTHER MATTERS CONNECTED THEREWITH, TODAY 28TH JULY 2025.


Protocol,

I am deeply grateful to God for his love and mercies towards us. I owe sincere gratitude to the speaker, leadership and distinguished members of the house for their believe in the Akwa Ibom project. Let specially welcome our esteemed invitees who have found time to be part of this public hearing today, I salute your determination to always partner with the Akwa Ibom State House of Assembly whenever duty calls.

Today, we are all gathered to consider a bill for a law to provide for the peaceful and orderly transfer of executive power from one democratically elected governor to another and for other matters connected therewith. Permit to clearly state that a peaceful transfer of power from one democratically elected government to another is the cornerstone of democracy as it involves the template through which the out going administration hands over authority and resources to the newly elected government, often after election. This process is therefore crucial for maintaining political stability and public trust in the democratic system.


This bill before us therefore, is primarily about democratic transition and consolidation which prevents power vacuum, instability and also builds public confidence in the democratic process. In essence, a peaceful transfer of power is undeniably, a fundamental principle of democratic governance, ensuring the stable and legitimate transfer of authority from one elected governor to another.


There is no gain saying the fact that democracy is the government of the people, by the people and for the people. Today, we deem it expedient in line with the legislative procedure to create this converge of intellectual forces to consider the tenets of this bill so that when it is eventually passed into law, it will effectively serve Akwa Ibom people. Let me encourage you therefore to make the best use of your experience and expertise in order to add value to this bill before you.


Let me thank you without pretence for honouring us today with your presence and you go home, may the good Lord continue to bless and keep you for more service to the state.
