BPP THRESHOLD: I have warned all of them- Reps Idem
Earlier today, he sent a strong warning to Ministries, Departments, and Agencies (MDAs) not to abuse the newly revised Public Procurement thresholds, just approved by President Bola Tinubu
He also directed the Bureau of Public Procurement (BPP) to ensure proper monitoring of MDAs to avoid abuse of the new thresholds.
He handed down these warnings when the Director General of BPP, Dr. Adebowale Adedokun presented the newly revised Public Procurement thresholds to the House Committee on Public Procurement, which he chair in Abuja.
He further warned that the House of Representatives will not hesitate to sanction any MDA that abuses the newly revised Public Procurement thresholds, or found to be in breach of any of the provisions of the Public Procurement Act.
The House of Representatives, through the Committee also during the engagement, ratified the newly approved Public Procurement framework to allow for swift implementation by MDAs.
The approval by President Tinubu marks a significant stride towards improving budget implementation, streamlining procurement processes, and enhancing public service delivery efficiency in Nigeria’s evolving economic landscape.
The revised thresholds directly respond to rising inflation, shifting market dynamics, and the pressing need to reduce bureaucratic bottlenecks that impede timely contract awards and budget execution.
Under the new structure, only contracts valued at ₦5 billion and above for Goods and Consultancy Services and ₦10 billion and above for Works will require FEC approval.
Projects below these thresholds will be processed at the Ministerial Tenders Board (MTB), Parastatal Tenders Board (PTB), and by the Accounting Officers based on their
respective costs. These thresholds will, however, be subject to periodic reviews, either upward or downward, depending on prevailing economic realities to ensure the
stability of procurement processes.
Furthermore, Mr. President approved new thresholds for procurement methods aimed
at streamlining and enhancing the efficiency of the procurement process.
Under the revised guidelines, International or National Competitive Bidding must procure goods valued at ₦1 billion and above and works valued at ₦5 billion and above. For smaller
procurements, requests for quotations are permitted for goods and non-consultant services valued below ₦30 million and works valued below ₦50 million. In addition, the threshold for prequalification has been set at ₦500 million and above for goods
and non-consultant services, and ₦1 billion and above for works.
These reforms directly respond to the urgent need to facilitate the ease of doing business, promote economic growth, and foster employment through efficient and
timely procurement practices.
